China is taking its first steps towards paying for imported crude oil in yuan instead of the U.S. dollar, three people with knowledge of the matter told Reuters, a key development in Beijing's efforts to establish its currency internationally.

China literally builds the infrastructure at a huge discount. It's not their fault that these countries couldn't pay back. In fact I believe China waived certain country's debt few years ago. It's worth noting that NONE of the developed countries are willing to burn their investment in these 3rd world countries.

Even if it is for nefarious reasons.. it is better to "colonise" using infrastructure, loans and chinese companies than through warfare and exploitation.
